Rejected reform for Italian provinces explained by court

Rome, July 19 - The Italian Constitutional Court on
Friday issued its explanation for rejecting a sweeping reform to
eliminate provincial governments, introduced under a technical
government led by ex-premier Mario Monti.
"The contested provisions have a significant impact on the
powers of the provinces (that are mentioned in the Italian
constitution) the court said.
"A comprehensive reform of the system of local governments
is likely to have repercussions on a whole set of entities that
are territorially recognized and guaranteed by the
Constitution".
Italy's current right-left coalition government led by
Premier Enrico Letta has passed a decree to reinstate the reform
in an effort to cut waste and streamline public spending.
